Announcement on Application for the 2017 Pearl River Recruitment Program of Talents
The application for the 2017 Pearl River Recruitment Program of Talents is announced as follows to implement the Opinions on the Implementation of the Institution and Mechanism for Deepening the Talents Development in Guangdong Province (Yue Fa [2017] No. 1), facilitate the innovation-driven development and the cultivation of innovative professionals, with the aim to assure the talents and intellectual support for achieving the goals of Four Adherence, Three Supports and Two Forefronts.
I. Team Project
(I) Priority Support
Priority will be given to high-tech fields, such as new-generation information technology, high-end equipment manufacturing, biotechnology and new medical treatment, innovative medicine, new materials, new energy and energy conservation, and resources and environment. Great efforts will be made to attract the innovative start-up teams worldwide which have advanced innovative achievements or independent intellectual property rights, and have capability to achieve breakthroughs in core and key technologies or expect a promising future of commercialization. High level professionals in Guangdong Province are encouraged to set up innovative scientific research teams. More supports will be rendered to overseas young elite teams. Priority will be given to teams admitted to the Guangdong-Hong Kong-Macao Talent Cooperation Demonstration Area in Nansha, Qianhai and Hengqin.
(II) Types of Support
1. Attracting innovation and startup teams. We will attract innovation and startup teams with stable cooperation record from abroad and other provinces. Two types of application, Technology R&D Industrialization and Basic Applied Research, are available, with Overseas Young Elite Team program under each category.
The teams of technology R&D industrialization will be admitted based on the industrialization projects, with the potential of fast industrialization and promising market outlook, and will focus on research of the core and key technologies of industrial development after admission. The teams of basic applied research will be admitted based on major R&D platforms, key disciplines and major projects, and will conduct researches on strategic, forward-looking, basic and original issues of industrial development after admission.
2. Local innovative research teams. High level professionals of the national and provincial levels who have already specialized in innovative scientific research in Guangdong Province are encouraged to lead and build teams that carry out original basic research and applied technology R&D. Two types of application, Original Basic Research and Applied Technology R&D, are available.
The teams of original basic research will be mainly based on major R&D platforms and key disciplines, and conduct researches on the strategic, forward-looking, basic and original issues of S&T development. The teams of applied technology R&D will focus on the R&D of the key and core technologies urgently needed for the industrial transformation and upgrading in Guangdong, and those required for breakthroughs to address technical bottlenecks in industrial development.
(III) Support Policies
1. Attracting innovation and startup teams. The admitted teams of technology R&D industrialization will be granted the funding at three classes ranging from RMB 10 to 100 million. The teams of basic applied research will receive a fixed amount of financial support of RMB 20 million.
2. Local innovative research teams. The provincial fiscal support will match the research funds to the successful applicant teams located in the Pearl River Delta region provided by their employers, while the provincial fiscal support will double the amount of research funds to the successful applicant teams located in the east, west and north Guangdong provided by their employers. The support amount will not exceed RMB 10 million. The teams appraised to be excellent in 3 years time will receive another support fund with maximum of RMB 10 million.
3. Leaders and core members of the newly admitted and eligible teams. Those who are qualified as high level professionals of the Pearl River Recruitment Program of Talents will receive a housing subsidy of not more than RMB 3.5 million and an annual living subsidy of not more than RMB 1 million from the provincial fiscal support, and are eligible for the benefits of various service policies for professionals. The municipal governments above prefecture level where the admitted teams are located may provide the teams with certain amount of financial support in the light of the provincial fiscal support.
(IV) Acceptance Requirements
The basic requirements are as follows:
1. The applicants should have good moral ethnics, professional integrity and high capacity for innovation and entrepreneurship, whose research and achievements are at the forefront of the area, highly innovative or promising for industrialization.
2. The applicants should be in good health, and the members of the admitted teams should not be aged over 65 (born after August 1, 1951). The members of the local innovative research teams should not be aged over 55 (born after August 1, 1961). The age limit will be eased for Nobel laureates or winners of major international awards, top elites and members of innovative team projects of the National Recruitment Program of Global Experts, academicians of Chinese Academy of Sciences and Chinese Academy of Engineering, and academicians from the developed countries and working full time in Guangdong.
3. The employers of the teams are legally incorporated (before the date of application) as independent juristic persons in Guangdong.
4. With clear research direction and goals, the teams should conduct researches in the world’s cutting-edge S&T fields, or on the key and core technologies urgently needed by the industrial transformation and upgrading in Guangdong, or those that meet the requirements of the economic restructuring and can enormously drive the economic and social development in Guangdong. The projects should have a solid foundation of research, expecting major breakthroughs in 3 years and major achievements in 5 years.
The admitted innovation and startup teams should also meet the following requirements:
1. A team consists of 1 leader and at least 4 core members who are all admitted from abroad or other provinces. Priority will be given to the teams admitted from abroad.
2. After admission, the team should work for 5 consecutive years in Guangdong. The team leader and at least 2 core members (usually the first and the second ones) should work full time in Guangdong, and the rest of the core members may choose to work full time or at least 3 months annually in the province. Priority will be given to the teams with all the members working full time in Guangdong.
3. Over 50% of the team members should have the doctoral degrees or the senior professional titles.
4. A team member should have cooperated with at least another team member in institutes of higher education, enterprises or research institutes or on major projects for over 3 years.
5. Team members should sign the Letter of Intent with the employers, undertaking to enter into a formal agreement of employment and begin working within 3 months after admission (starting from the date of releasing the name list of admitted professionals). If a formal agreement has been signed, the first execution date should be after January 1, 2016.
6. All members of the overseas young elite teams should not be aged over 40 (born after August 1, 1976), admitted from abroad with doctoral degrees.
The local innovative research teams should also meet the following requirements:
1. A team consists of 1 leader and 5 to 10 core members who have been in sound cooperation with each other.
2. Team leaders should be members of the National Recruitment Program of Global Experts or the National Special Support Program for Talents, leading talents of the Pearl River Recruitment Program of Talents, outstanding talents of Guangdong Special Support Program for Talents, National Distinguished Young Elites, or Changjiang Scholars, who have been working full time in Guangdong for over 3 years.
3. Over 50% of the team members should have the doctoral degrees or the senior professional titles.
4. The team leader and over 60% of the core members should be staff of the employers, and undertake to work full time in Guangdong for consecutive 5 years after admission. Other members may come from other organizations or areas.
5. A quota will be imposed on the following institutions and universities: not more than 3 by institutions directly under the central government in Guangdong (including their subordinates, the same below) and prefecture-level cities, and not more than 2 by universities and institutions directly under the province, are to be recommended each year.
(V) Green Channel for Following Teams
1. The teams led by top elites and members of innovative team projects of the National Recruitment Program of Global Experts or Nobel laureates will receive the fiscal support of different levels determined on a case-by-case basis with exemption of evaluation.
2. The teams led by academicians of Chinese Academy of Sciences and Chinese Academy of Engineering, and academicians from the developed countries, or the teams that conform to the national category of key admitted professionals, the major strategic layout of Guangdong, or the urgently needed technology fields in the province, may be admitted through the green channel as stipulated.
(VI) Date and Means of Application
This round of application lasts from August 10 to September 30, 2017.
The application is conducted online. Applicants should visit the Comprehensive Talent Management Platform of Guangdong (website: http://rc.gdstc.gov.cn), register, fill in the online application form, upload the required attachments and submit for approval as required.
The specific application submission procedures are as follows:
1. The application of organizations (including private ones) administrated by cities or counties (cities/districts) shall be approved by the S&T departments and the organization departments above prefecture level before submission.
2. The application of organizations directly under the province or the central government, and other types of organizations shall be approved by the organizations themselves before submission.
The final version of the implementation requirements will be released by the Department of Science and Technology of Guangdong Province. Please pay close attention to relevant information publicized on the websites: www.gdzz.cn and http://rc.gdstc.gov.cn.
Ⅱ. High Level Professionals Qualification
(Ⅰ) Overall Principles
We insist on admitting professionals who have excellent academic background, profound knowledge of cutting-edge technology, and are highly skilled and in great demand. We attach importance to their morality, knowledge, capability and achievements, and pay attention to peer and social recognition. Specialized high level professionals and young professionals with global vision that meet the demands of Guangdong’s technological innovation and industrial development will be admitted in accordance with these general principles.
(Ⅱ) Target Professionals
Leading talents in S&T innovation, high level management professionals, finance professionals, young elites, and overseas experts who are invited to work in Guangdong for a short term.
(Ⅲ) Qualification and Subsidy
Application can be done on a daily basis while the qualification will be conducted on a regular basis. Support will be given to the employers based on First Admission, Follow-up Subsidy.
Qualified leading talents in S&T innovation, high level management professionals, finance professionals, and young elites will be granted a living subsidy of the same amount of their actual annual income. Leading talents in S&T innovation and young elites who work in the field of applied research and technological development will be granted a subsidy maximum of RMB 1 million for each year for 5 consecutive years, and 10 consecutive years for those who work at basic research. High level management professionals and finance professionals will be granted a lump-sum living subsidy maximum of RMB 1 million. A qualified professional should be granted no more than one subsidy by Guangdong Special Fund for Professionals according to the highest standard.
In the case of overseas experts who are invited to work in Guangdong for a short term, a subsidy maximum of RMB 250,000 will be granted to the employer of those experts who work for 30-60 days in Guangdong according to the actual salary it pays. A subsidy maximum of RMB 400,000 will be granted to the employer of those experts who work for 61-180 days according to the actual salary it pays. Employers in the eastern, western or northern areas of Guangdong are applicable to a 20% higher limit of subsidy.
(Ⅳ)Acceptance Requirements
Applicants should be of good professional ethics, rigorous attitude for scientific research, and spirits of science, truth, solidarity and cooperation, without any adverse employment record. Applicants for leading talents in S&T innovation, high level management professionals, finance professionals and young elites should have signed a labor contract with the employers, working full time in Guangdong for more than 9 months accumulatively every year, and have paid tax in accordance with laws for at least one year after they work in Guangdong from abroad and other provinces ever since January 1, 2016. The overseas expert applicants should sign a labor contract with the employers, perform the contract of the year and make expected achievements, and have worked in Guangdong accumulatively for not less than 30 days and not more than 180 days during the range from January 1, 2017 to the due date of application.
Following are additional requirements for each category of professionals.
1. Leading talents in S&T innovation. Significant supports are will be made for the admission of scientists, who meet the demands of Guangdong scientific and technological innovation and improvement, leading the trend of international science development; who work at scientific exploration and cross-sector research with the potential of innovation; and who conduct basic research on the application of important industrial technology. Professionals of scientific innovation, who satisfy Guangdongs demand for industrial restructuring, and the development of emerging industries, being capable of leading important missions of scientific research and significant engineering constructions in the fields of high-end manufacturing, bioengineering, resources and environment, new energy, advanced materials, or integrated circuit and etc., will be important targets of admission. The applicant for leading professionals in science and technology should be under the age of 65 (born after August 1, 1951), and meet the Criteria for the Admission of Leading Talents in S&T Innovation (2017) (Attachment 1). The condition of age can be appropriately relaxed for those who have made outstanding contributions.
2. High level management professionals. Important targets of admission include high-end entrepreneurs, who are good at mastering the regulation of market-oriented economy, adsorbing and transforming the achievement of cutting-edge technology, and pushing forward business model innovation; whose enterprises develop rapidly among the competition of market, driving the development of Guangdongs strategic emerging industries and the advanced manufacturing industry, and thus producing great economic and social benefits. Also, targets include recognized senior professional managers in the industry, with modern management ideas, a strong sense of innovation, and good ability of strategic development, high operational and managing level, and outstanding business performance. The applicant for entrepreneur or professional manager should be under the age of 55 (born after August 1, 1961), and meet the Criteria for the Admission of High Level Management Professionals (2017) (Attachment 2).
3. Finance professionals. Leading professionals in finance, who have great influence in theory or practice circle of the financial industry home and abroad; who gain the leading position and master the core technology of the financial industry; and the institution or team under whose management can fill the gap of Guangdong’s financial industry, so as to establish a good model for the industry. Specialized professionals in finance with high professional qualities and outstanding performance, who work at business that Guangdong’s financial market desiderates to develop, including equity investment (VC, PE), actuarial science, Internet finance, wealth management, fund management, investment bank, intellectual property investment and financing, and financial research and etc. Applicants for finance professionals should be under the age of 65 (born after August 1, 1951), and meet the Criteria for the Admission of Finance Professionals (2017) (Attachment 3). The age limit can be appropriately eased for those who have made outstanding contributions. Situation is excluded as post exchange within financial institution of the same legal person (including financial institutions under the same controlling shareholder or the largest shareholder). Admitted professionals will be granted subsidies in two classes. Subsidy for Class A will receive a maximum of RMB 1 million each year, and Class B a maximum of RMB 0.5 million each year.
4. Young elites. Prominent young talents from home and abroad with strong innovative ability and potential, who work at cutting-edge science and technology research and have made significant achievements on technological innovation. Applicants for young elites should be under the age of 40 (born after August 1, 1976), and meet the Criteria for the Admission of Young Elites (2017) (Attachment 4). Admitted elites will be granted subsidies in two classes. Subsidy for Class A will receive a maximum of RMB 500,000 each year, and Class B a maximum of RMB 300,000 each year.
5. Overseas experts who are invited to work in Guangdong for a short term. Overseas experts with innovation potential, who work at cutting-edge scientific exploration and cross-sector research or conduct basic researches on the application of important industrial technology, leading the trend of international science development. As well as other in-demand overseas talents in industrial restructuring, emerging industries, and the development of emerging industries. Applicants for this category should be in good health, and meet the Criteria for the Admission of Overseas Experts Eligible for the Short-Term Subsidy Plan (2017) (Attachment 5).
(Ⅴ) Process of Application and Qualification
1. Submission of application. Qualification for leading talents in S&T innovation, high level management professionals, finance professionals and young elites should be applied by individuals to the employers, and that for overseas experts should be applied by the employers. Employers should be public institutions or domestic enterprises with independent legal entity, and joint ventures of Chinese ownership, which are legally registered in Guangdong (before the due date of application). Eligible institutions log in the Comprehensive Talent Management Platform of Guangdong (http://rc.gdstc.gov.cn), should register an account, fill in the online application form for corresponding professionals according to the guidelines, and submit related documents and materials.
2. Primary review and verification. According to the principle of localized management, applications from municipal or county (including district) level administrated enterprises (including non-public owned enterprises) should be first reviewed by the municipal human resources and social security authority and relevant competent authorities above prefecture level, then be sent to the Organizational Department of the CPC Municipal Committee for approval, and submitted to the Leading Talents Admission Office of Guangdong Provincial Department of Human Resources and Social Security; applications from Guangdong provincial departments, Central Government institutions in Guangdong and other institutions, should be directly submitted to the Leading Talents Admission Office of Guangdong Provincial Department of Human Resources and Social Security after primary review and qualification.
3. Final review and qualification. Review and qualification will be conducted on applicants’ professional level and the authenticity of the application materials according to requirements, and a public notice will be made to confirm the list of admitted professionals and subsidy amount.
(Ⅵ) Remarks
1. The application period is from September 1 to November 30, 2017.
2. Applicants must be responsible for the authenticity and accuracy of the application materials. In the case of falsification and fraudulently obtaining special funds, the Department of Finance of Guangdong Province has the right to withdraw the allocated fund and circulate a notice of criticism on the illegal unit and relevant responsible persons. In serious cases, the responsible person will be subject to prosecution according to the law.
Ⅲ. Postdoctoral Financial Support Project
(Ⅰ) Targets
Applicants should meet the following requirements:
1. Well performed in both study and integrity, good health, strong academic and scientific research abilities, aged under 35 (born after January 1, 1982).
2. Position in a postdoctoral program or those who are entering a program. Post-doctors who have entered a program during the period of December 2, 2016 to December 1, 2017 will be qualified. Post-doctors who are entering a program should have selected a postdoctoral tutor, and signed an agreement of intent with the institution that set up the program. (Enrolment should be finished within one month after public announcement of the successful applicants, otherwise it would be regarded as volunteer relinquishment.)
3. Received doctoral degree in the recent 2 years (after March 30, 2015) from universities ranking top 200 in the world (according to The Times Higher Education World University Rankings 2017, excluding universities in the mainland, Hong Kong, Macao, and Taiwan), working at postdoctoral research institutions which have set up postdoctoral programs in Guangdong, and promise to work more than 2 years for the program.
4. Applicants who have never received financial support by any national or provincial key talents plan, such as the National Recruitment Program of Global Experts, the Postdoctoral International Exchange Plan, the Postdoctoral Innovative Talents Support Plan, the Pearl River Recruitment Program of Talents, Guangdong Special Support Program for Talents, and the Yangfan Plan, etc.
5. Post-doctors working at important national or provincial developing industries and basic discipline studies are in priority for funding.
(Ⅱ) Funding Approaches
1. Enrollment funding. The Department of Finance of Guangdong Province will offer a living subsidy of RMB 600,000 to each post-doctor admitted into the postdoctoral program, which is allocated to the program-setting institution in 2 years. In 2017, about 50 post-doctors will be funded.
2. Follow-up funding. The Department of Finance of Guangdong Province will offer a housing subsidy of RMB 400,000 to each post-doctor who has received funding from this project, signs an employment agreement or labor contract with Guangdong employer after coming out of the program, and promises to work in Guangdong for more than 3 consecutive years.
3. Supporting funding. Postdoctoral program-setting institutions should appropriately improve remunerations by self-financing besides the funding of the project. Other institutions are encouraged to offer supports according to the practical situation.
4. Receivers of the funding will not be eligible for any other postdoctoral living subsidy offered by the Department of Finance of Guangdong Province.
(Ⅲ) Application Process
1. Individual application. Eligible applicants should fill out an application form and submit to the administrative department of the program-setting institution. The Application Form can be downloaded on the website of Guangdong Organization Work (http://www.gdzz.cn/) or Guangdong Provincial Department of Human Resources and Social Security (http://www.gdhrss.gov.cn/).
2. Approval and recommendation. The postdoctoral program-setting institution should verify and recommend eligible and outstanding applicants (not more than 5 candidates each institution in principle), and submit the list to Guangdong Provincial Department of Human Resources and Social Security before December 1.
3. Review and qualification. Review and qualification on application materials will be conducted, and the list of admission will be finalized after public notification and approval.
(Ⅳ) Remarks
1. Guangdong Provincial Department of Human Resources and Social Security is responsible for the organization, implementation, evaluation, and management of this project. Funding receivers will be annually evaluated according to relevant domestic regulations of postdoctoral researchers.
2. Applicants and institutions involved in falsification or other misconducts will be disqualified. Serious circumstances shall be sternly dealt with in accordance with relevant regulations.

Criteria for the Admission of High Level Management Professionals (2017)
I.Entrepreneurs
All the following prerequisites should be met accordingly.
1. The startup enterprises should be investing in Guangdong's strategic emerging industry during the Thirteenth Five-Year Plan Period (including new-generation information engineering, high-end software engineering, new energy vehicles, semiconductor lighting, biological industry, new materials, and satellite and application) or major supporting projects to strengthen the core competitiveness of the manufacturing industry (including the construction of manufacturing innovation centers, green manufacturing projects, projects to strengthen industrial foundation, and innovation projects for high-end equipment). The enterprise should have developed mature products and business models, and enjoys great market potential for industrial production.
2. The applicant and the enterprise he or she works for should have developed core technologies or innovative products of independent intellectual property rights, of international or domestic leading position, and of significant economic and social benefits; or have solved crucial technical problems and made significant economic and social benefits for Guangdong's major construction projects or technical innovation projects; or have made other extraordinary achievements that contribute to the economic and social development of Guangdong Province.
3. The applicants should be the enterprises legal representative or founder and own not less than 50% of the enterprises shares (or have actual controlling rights if less than 50%). The startup enterprise should have a management system of rational structure, clear responsibilities and strong operational and management capacity, a complete financial accounting calculation and management system, and is performing well.
4. The startup enterprises should have an independent legal personality, an establishment period in Guangdong of not more than 3 years, and a paid-in registered capital of not less than RMB 10 million. The enterprise should be in good operation, obey the laws, pay taxes according to regulations, and have no illegal records.
5. The applicants should be of good professional ethics, personal integrity and social responsibility, and have no violation of national laws and regulations.
II.II.Professional Managers
All the following prerequisites should be met accordingly.
1. Mid-level or senior HQ executives of global top 500 companies or senior executives of China’s top 500 companies ranked by Fortune or Forbes in the latest 3 years.
2.Previous executives of companies enjoying a steady growth in performance (Rate of Return on Common Stockholders Equity) for more than 3 consecutive years or an overall efficiency indicator of global or domestic leading level in the same industry.
3.Applicant enterprises should have independent legal personality and the applicant should be the head (chairman or general manager) of the enterprises.
4. The applicant should have good professional ethics and personal integrity, without any misconduct such as violation of national laws and regulations, corruption and bribery, divulging companies operation and technological secrets, or conducting connected transactions which significantly damage the companies benefits and corporate image.
Attachment 3
Criteria for the Admission of Finance Professionals (2017)
Class A: Leading Finance Professionals (RMB 1 million)
Priority will be given to the applicants who meet minimum two of the following prerequisites.
1. Over two years working experience as senior executive in global financial institutions (see annex 1) or as head of national institutes of financial research (see annex 2).
2. Chief drafters of major national financial policies or chairperson of the research and execution of key financial projects or schemes above the provincial level.
